Will my heating soil cables help in my attempt to grow cold hardy windmill palm trees here in central Indiana?

Sounds like a pretty good idea. Also to ensure maximum protection put christmas lights on the trunk and wrap that with brlap. It will keep the top of the plant warm as well. Windmill palms generally tolerate 5 degrees at most without protection, but with the protection you are planning on the temperatures surrounding the palm will be a good 15-20 degrees higher than unprotected areas. Harden off your palm first by planting it in early spring a good time would be when day temperatures are consistantly above 60 and nights rarely dip below 40.
Good luck. Also needle palms and sabal minors seen to be worth a try as well.
