The animals eagerly accept the plans for a windmill because it will make their lives easier by providing electricity and mechanical power. Napoleon meanwhile is just trying to keep the animals busy.
In an allegorical context, it is Stalin’s plan to unify the Soviet Union as the above mentioned.
