What to do when your local shelter is bad?

my brother wanted to go and get a shelter dog from the local pound in summit, oh. before we moved to ohio we’d had a pound dog growing up and he was a great boy. we checked on google to find some of the dogs listed online but as we were checking we found out our local shelter has a very bad reputation for it’s treatment of animals.

-some of the dogs receive no medical care of any kind and they adopted out over 20 dogs with parvo within a 2 day period
-they constantly mistake the sex of the dog(i don’t know how)
- many of the dogs brought in that are physically healthy become emaciated in the facility
-dogs are withheld from public view in a garage and euthanized without anyone knowing they were available for adoption
-they also use the garage for euthanasia so the dogs are being forced to watch other dogs die

he wanted to adopt a dog from a public facility where he could see the dog and judge it’s temperament. just walking in silently and seeing which ones have good energy like Cesar Millan does. over perhaps a privately owned rescue who would make him go through a long adoption process before he would even get a chance to see the dog. i told him to check the local private rescues anyway but they required adopters be a homeowner or have a full fenced in yard which he doesn’t have. (also i think saving a dog from a kill shelter might make him feel pretty good about himself -shrug-)

So where else could he go that’s local? he likes small-medium sized dogs.

actually i didn’t mean it as a double question because the shelter has been brought up for review. they are run by a 23 year old warden with no experience so that had people fired up even before the the mistreatment.

the info is a combination of net research and friends.

one friend adopted a dog with parvo. another friend had her dog put down when he ran away and they didn’t contact her until after they put it down even though it had clear id tags
